Welcome. This is my vision for the city of Melbourne state of Victoria and Country of Australia. This paper is all about change. Change which is absolutely necessary as we develop into a more sophisticated technology driven society and Country. We must invest power currently with the states to the Commonwealth simply put we must abolish state governments why today our lives are over regulated and inefficiently administered.
The root cause is the Constitution. We continue to live with a constitution written over 120 years ago in the horse and cart era when there were no planes phones computers televisions or Internet. It has to change to reduce regulation and improve efficiency. We need to amend or rewrite the Constitution. Why have eight education curriculums for Australian primary and secondary children? Why have eight different Road and traffic regulatory authorities? Why have eight different horse Administration centers in Australia? Why have multiple processes for the approval and development of infrastructure in each state? in 2022 It is stupid and inefficient.
The fundamental principle for infrastructure is that it is decided and rolled out before it is needed. Or at the very least is provided for partial need. At the time it is presented to the consumer. A Ministry for infrastructure is an essential component of good government. But it must come before the people come to use it.
Or before people totally consume it. sadly the state of Victoria has been archaic in its development of infrastructure. Both labor and liberal have failed massively in this state over the last 40 years with a few notable exceptions. they being the relocation of Melbourne Airport from essendon to tullamarine in 1970 by the balti and Hamer governments. The Eastern freeway was committed to in the mid 60s and developed in the late 60s and opened in about 1970.
That stretch of road Remains the Same today. Four and five Lanes each way with provision for a rail service and more car Lanes in the center between Fitzroy and North Baldwin. That was also undertaken by the balti and Hamer governments. And thirdly the is the sports Precinct development within walking distance of the Melbourne CBD in 1988 by the Cain government. By comparison the first stage of the western Ring Road was rolled out in 1992 and within months of its opening there was a need to provide more motor car lines the same with the Southeastern freeway now called the Monash freeway.
This current labor government in 2014 one government on a promise that the contract to connect the Eastern Freeway to the tullamarine Airport Freeway would be rescinded and would not cost the taxpayer one cent. wrong it cost over 1 billion Australian dollars This is simply outlandish and willfully Reckless government. Most infrastructure is necessary. It is really a matter of giving priority to a particular project over other projects at any time. This Victorian government has pushed infrastructure to the Limit.
The wastage of materials from the removal of railroad crossing Works in Victoria over the last few years is massive. These worthy of another inquiry in itself. Recently the state government and the City of Melbourne have promoted the bike and bike Lanes in the CBD and inner Northern suburbs. What a disaster. simply caused by a hasty poorly research decision bikes could be used in Melbourne.
But not on the same roads as cars reason the motorists here are not used to bikes. And hence bike laneways become a death trap and provide a slower and more dangerous road system. Bike roads need and extensive long-term plan to develop and implement. What we have done must be laughed at behind our backs right around the world. The further infrastructure required now in Victoria mother following we need a second Airport.
We need commitment with other states to a single grid rail system around the country. We need more railroads to relieve road traffic congestion. We need unique paths across Melbourne for cyclists. And we need better. And much more public housing and we need parks and Gardens and ovals and essential Food Shops and cafes within each new Housing Development.
Effectively less profit for the developer and greater and more social facilities for the consumer. These infrastructure decisions after due consultation and consideration should be made by one body and not a number of bodies in the name of getting the development done quickly and efficiently. Today technology allows so many more things to be done simply and quickly and policy can be rolled out in one single simple law or regulation across the country. The best and simplest solution is to do away with state governments in favor of a remodeled Commonwealth Parliament based on state representation. In respect to each piece of legislation and act or regulation.
The parliament should co-opt into it Progressive well-minded experts as required on each subject matter. Such would simplify the political and economic systems in Australia and make them more efficient. The municipal councils should be restructured and become admitted centers accountable directly to the Australian government to undertake administrative Duty such as garbage collection. maintenance of parks and Gardens roadside maintenance of rubbish and litter Public Safety maintenance of footpaths and trees and shrubs beautification of retail strips and sports grounds the maintenance of a library and Community Affairs for citizens who live in municipalities anything else from time to time as directed by the Commonwealth government? The municipal Council would be the eyes and ears of each local community in the rollout of all central government policies across the country. H Municipal council could provide a representative to a consultative body which is accountable and report to the Commonwealth government on any matter.
It considers necessary in its local area or which is in the public interest. I am open to suggestions and recommendations on how this relationship with the Commonwealth government should function. In my view the political party system in this country and in the western world is on the way out. It's simply has not kept pace with the changing modern world and has restricted the development of political leaders and hence Visionaries and the progressive development of policy over the last 20 or so years in particular. Currently I consider a president elected by the Australian people as the best system.
At the Commonwealth level the country requires a true male or female leader who is elected by the people as president and whose vision and know-how provides a policy making process which is quick considered and provides the decision always for the majority. The Plato public good The term of a president should be limited to two terms of five years each. If we elected and the President should be elected on a first past the post majority. This knocks out. the Kickbacks or jostling for minority votes This restructure would result in annual savings to the country of between 100 and 200 billion dollars each year.
I now turn to specific policies which should be adopted today. one the social wage the fundamental role of government is to provide policy which improves the well-being of its citizens over the past 15 or so years. This fundamental understanding has not been adopted by the major political parties, which have moved too far to the right or left and in doing so have lost the support of the majority of Voters in the middle. And in doing so they have failed to properly represent the majority of Voters The Plato politics of public good. Today this is represented simply and solely by money.
Today in this country. We need to increase the money provided to welfare recipients at the bottom of the economic ladder and restructure how workers are paid and what contribution workers and capital make to a government for its labor and capital. Artificial intelligence and robots will quickly replace many jobs currently done by current day workers in this country over the next 10 years. We have to accept an adapt to this change the quicker the better. The current unemployment benefit the old age pension the Disability Pension the single mother support pension should become known as the social wage and be paid at 50% of the average National way each year and Karen figures with the national average wage in Australia at 90,000 dollars per annum the social wage would hence be 45,000 per annum to each welfare recipient and the individual who wants to work that cannot find work.
The social welfare payments are simply too low and wages over the last 20 years or so have not been increased by the same amount as benefits to Capital from increased productivity. Secondly income tax the tax free threshold for income should be raised to 45,000 per annum and eventually the tax on personal income whether it be active or passive should be abolished and replaced by an annual fee to learn money paid by everyone in the workforce. A wealth tax and a death tax with a tax-free threshold of at least three million dollars. That text free threshold would be adjusted annually and very few people would be subjected to a wealth tax or death tax. any adjustment to GST up or down could be made with exemptions and disc or discounts the citizens on the social wage company Tax should simply Be levied as a percentage of turnover for every type of company which derives income anywhere in the world from its business in Australia.
Thirdly industrial relations It is archaic today to have so many state and Commonwealth Awards and determinations. What is needed is a massive simplification of the process? Many fewer Awards and determinations as a result of a mutual understanding between labor and capital that all current. And the future employment by workers is necessary to sustain a strong economy and well-paid Workforce. I recommend wages and salaries for labor be categorized into four levels or a limited number of levels unskilled work semi-skilled work skilled work very skilled work. This categorization puts labor in various Industries on the same level.
So there is no $31 34 cents an hour for a train driver and 34 dollars 66 cents an hour for a tram driver or another rate for a bus driver. A hospital nurse or sister working 40 50 hours a week on various day and night shifts for $60,000 per annum. Is in my view grossly underpaid compared to an unskilled person holding a stop sign on a road adjoining a building site who learns a hundred and twenty thousand dollars per annum for a 40 hour normal week. This unfair variation should no longer be tolerated by our community. The wages and salaries paid to Executives of all public companies listed on the Australian stock exchange and all Executives of state government statutory authorities and semi government.
Authorities should be kept. at x times the average National wage X could be 50 times average National wage or up to 100 times perhaps average National wage They would be an annual increase pay determination made by a relevant Authority that would apply to all four levels. The type of work for each level would be reviewed and adjusted annually. The top wage or salary currently paid in each level would then be paid to all workers, whatever work undertaken by such other workers in that level. Such would provide a massive simplification of the system and provide a much fairer system.
But it also would provide much more power to the leaders representing the workers in each of the four groups or such other agreed number of groups. This is the underlying theme of the paper to provide simpler fairer and better systems of government than we have today. Adjustments by success in a particular business or industry can easily be reflected in bonuses and superannuation payments and ex Gracia payments by employers to workers at any given time. fourthly corruption and dishonest conduct a fundamental which has become an increasing concern to the public is the lack of accountability the lack of transparency jobs for the boys and overall a questioning by the public of the integrity and honesty of the politician And the political party today? The very first thing needed to improve this fundamental is for donations to political parties or Independence to be immediately prohibited. All funding should simply be provided on agreed terms from the public purse.
Secondly, it is essential to develop a more skilled public service. The lobbyists and Spin Doctors and various agents and third parties such as law firms and accounting firms and financial advisers have effectively undermined the work of the public service. I recommend. a public service course that commences in year 10 at secondary school and extends into a three-year degree course at University. Such course would cover all aspects of Public Service work if Undertaker Now by 2030 we would have the first crop of better educated public servants with the necessary expertise and experience to better roll out government policy.
Moreover today the regulatory authorities including the police force the legal system are under resourced in respect to staff equipment and skill and there is an increasing concern in the community about their commitment and integrity. Which in turn can be or is being on occasions compromised by direct political interference. Corruption and dishonest behavior is becoming increasingly the norm in the community today. in politics and business to name just a few. the hotel quarantine Fiasco and Victorian March April 2020 the I cannot remember response.
From numerous senior government persons at a public inquiry as to who did what in respect to a security service agreement at the beginning of the pandemic. It simply fails any standard of integrity. Secondly, the Victorian liberal leaders Chief of Staff recently gentleman by the name of Mitch Catlin requested a liberal party donor to make a payment of $100,000 to his private business in August this year. Thirdly the lawyer xviasco and the agreement between lawyer X and the police Nicola Gobo has been punished but no police officer has even been charged. Finally the Inn cook and his business I cook for you proprietary limited and the slug in the kitchen case a Victorian state government in 2009 under Daniel Andrews commenced a business to provide meals to aged care facilities and hospitals in Victoria Ian cook had established.
I cook few proprietary limited doing just that 20 or so years earlier Andrews thought he could provide something that was better and cheaper. The state government business known as Community chefs was a very strange entity. It was established by the Victorian labor government to compete against the Ian cook business and others in the industry and it did so on unfair terms initially Community shifts was able to pressure hospitals and aged Care Centers to go with them rather than the cook business and the other businesses operating in this field Cooks company went into Liquidation in 2019 by order of the health department following the disclosure of a slug in the kitchen of the cook business and the community Chef's business was voluntarily wound up by the Victorian government some 12 months later. My simple question is why in those circumstances and at that time? Money of the order of 50 million dollars was Advanced by the Commonwealth government the Victorian state government and various municipalities and much of that money. Either went missing or has been spent recklessly and without any accountability to shareholders or the taxpayer.
Corruption is a Cancer and it is permeating right through our community at all levels in politics and in business today. It must be stopped if our country and our state and the City of Melbourne is to retain any feeling of decency and respectability and integrity. We need to further create a culture of respect for and honesty with each other. Enjoyment comes from personal exertion and communication with others which is honest and respectful. We need to all live and work together for ourselves and with respect and honesty to our other fellow persons.
More emphasis within our society needs to be placed on getting the balance right rather than solely looking at money and return on investment and profit. A happier and contented Community Based on Fair social welfare and wages at opportunities and choices for all is a much healthier Community than one that does not have sufficient fairness for all more emphasis within our society needs to be placed on getting the balance right rather than solely on money and shareholder returns. Shareholder returns and the money and profit from the Enterprise has taken all before it over the last 20 years or so at the expense of keeping and retaining strong integrity and a strong sense of service across the board. We now need to adjust that balance and give more to the employee and the customer and less to the shareholder and business returns. Finally in the matter of climate change.
I am committed to acknowledging climate change and producing fair and considered policy to reduce Greenhouse submissions by 43% from a 2005 standing by 2030 in Australia in line with current Commonwealth government policy. my conclusion politics in this state has a bad smell. Change is required. It is required now. Honest and dedicated Independence are the way to go.
Political parties are today full of hot air and promises and actions on the run without any long-term vision. What is required as Government which has a vision and sets out that vision for everyone to see and work towards this paper has a vision it is a start to an exciting future that must evolve with time. A vote for me is a vote for an honest government and a better future for all. starting by Banning donations to all political parties and Independence campaigning is then fully transparent and open.
